The Planning Committee invited representatives from every civic, social, and religious organization in the area to serve on a Leadership Task Force. Aided by an extensive publicity campaign, the Task Force assisted in generating attendance for a Vision Retreat. The retreat was held at West Oso High School in June 1994, with over 575 participants producing an array of visions for our community's future.

The participants elected "stakeholders" from among themselves to further develop a general vision, with specific goals and implementation plans. Additional stakeholders, appointed by elected officials, attended the retreat and joined with the elected stakeholders in this effort.

After the June retreat, twenty six neighborhood meetings were held all over Nueces County to gain additional input for the vision.
