In September 1994, the stakeholders met and from their discussions, ten themes emerged. A vision statement for each of the themes was crafted and each stakeholder joined a Task Force focused on one of the themes. Care was taken to ensure that stakeholders would have no vested or professional interest in the Task Force they joined. The Task Forces developed goals for each of the themes.

The vision statements and goals were unveiled at a community wide meeting at the Bayfront Plaza Convention Center in October of 1994. This completed the first phase of Vision 2000 and began Phase 2.
